The Problem:

Over the past 12 months, residents' across almost all completed areas of the estate have reported one or more incidents, primarily where members' of the public or contractors have been found to be parking their vehicles in resident spaces.


Proposed Solution:

Berkeley and Encore have proposed that residents could deploy parking enforcement rules across the estate, if they chose to do so.

In practice, this means:

  • Resident badges would be issued to every household on the estate, with the number of badges being issued decided by how many parking spaces the household has.
  • The chosen parking enforcement company would patrol the estate on an intermittent basis to check vehicles, though residents would also be able to report parking breaches via an online website.
  • There would be no cost to owners on the estate, as the parking enforcement companies make their money from issuing of fines etc.
  • If parking enforcement was to be implemented, additional signage would be installed to make it clear to non-residents the risk of being fined etc.

 

Making Parking Enforcement Work for Residents:

Ultimately the parking enforcement solution should suit residents' living on the estate, and the ROC is keen it doesn't accidently catch out residents who might be temporarily parking somewhere else, for example to unload shopping.

The ROC would look at options for households to be issued with additional badges for visitors / contractors where needed, and where any additional permanent visitor parking provision may be required.
